TeachMeFinance.com - explain Distance Learning and Telemedicine Grant and Loan Program (DLT) Distance Learning and Telemedicine Grant and Loan Program (DLT) The term 'Distance Learning and Telemedicine Grant and Loan Program (DLT) ' as it applies to the area of agriculture can be defined as ' A program authorized by the FACT Act of 1990 to provide grants to rural schools and health care providers to help them invest in telecommunications facilities and equipment to bring educational and medical resources to rural areas where the services otherwise might be unavailable. The FAIR Act of 1996 reauthorized and streamlined the program. Funding is authorized at $100 million annually. DLT is administered by the Rural Utilities Service'. About the author
